Responsibilities

The Satellite Imagery Research Officer is a new position within the Remote Sensing Department of The HALO Trust in Ukraine. Satellite-based remote sensing is already used by many actors in relation to the current conflict in Ukraine and HALO wishes to maximise its impact in support of the identification and classification of minefields and other areas contaminated by explosive ordnance. We are particularly interested in the potential for using time-series analysis of Synthetic Aperture Radar (SAR) to track the building of trenches and fighting positions that may indicate the presence of mines. We have received funding specifically for investigating this question but also for the analysis of any types of remote sensing data which could be relevant. The successful candidate will be building this project in its entirety including procurement of the necessary data sets, hardware and software, conduct of the work, and reporting. This role initially includes no direct management responsibilities but could extend into recruiting and managing a small team of analysts.

Specific responsibilities:

  • Draft a road map for the SAR research project, including requirements for data sets, hardware, and software.
  • Conduct initial data processing and provide sample data outputs for review by the non-technical survey and clearance management teams.
  • Write progress reports and provide briefings for internal audiences.
  • Depending on results, continue or extend the project, or refocus into other areas of remote sensing.
  • Provide training in processing and analysis techniques to other staff as required.
  • Ensure that HALO is compliant with any data restrictions or other regulations.
  • Coordinate as required with other departments and work at all times in compliance with HALO’s policies and procedures.
  • If required, lead on the recruitment of additional data analysts and manage them.

Requirements

Requirements

  • University degree in remote sensing or related field
  • Experience with processing of Synthetic Aperture Radar data
  • Experience with time-series analysis of remote sensing data (ideally with SAR)
  • English at B2 level or above
  • Ability to solve problems creatively.

Desirable:

  • Familiarity with the ESRI suite of products, especially ArcGIS Pro and ArcGIS Enterprise
  • Experience managing a small team
  • Experience managing a budget in a professional context
  • Ukrainian language ability.

  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
  • Travel overseas as and when required.
  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.
